什么是NAATI？ NAATI（National Accreditation Authority for Translators and Interpreters）是澳洲官方翻译认证机构。只有NAATI认证翻译官出具的翻译件才被澳洲交通局和警方认可。

费用： 驾照翻译通常 $20–$40，一般2–3个工作日完成（加急当天可取）。

如何找到NAATI翻译？ 在 NAATI 官网（naati.com.au）搜索 "Find a NAATI Professional"，找 "Translator" + 中文(Simplified)。也可以问珀斯的华人社区推荐。

What is NAATI? Australia's official translation accreditation body. Only NAATI-accredited translator translations are accepted by WA transport authorities and police.

Cost: $20–$40 for a driver's license translation, typically 2–3 business days (same-day rush available).

How to find a NAATI translator: Search on naati.com.au → "Find a NAATI Professional" → Filter "Translator" + "Chinese (Simplified)". Or ask local Chinese community for recommendations.

Covers road rules, signs, safe driving. Download the free handbook (PDF) from DoT website, or use the official Drive Safe app for practice. Pass → eligible for Learner's Permit.

路考 (Practical Driving Assessment)Practical Driving Assessment
最后一步也是最难的一关。考试约35–45分钟，考官坐在副驾评估你的实际驾驶能力。检查车辆控制、观察能力、路权判断、停车技术等。珀斯常见的路考区域包括 Welshpool、Joondalup、Midland 等。可以请专业教练带几个课时熟悉考试路线。路考需要自己带车（双刹车不是必须的，但对新手有教练车更保险）。 The final and toughest step. A 35–45 min test with an assessor evaluating your actual driving. Tests: vehicle control, observation, right-of-way, parking skills. Common test centres: Welshpool, Joondalup, Midland. Recommended to take a few lessons with a professional instructor familiar with test routes. You must bring your own car (dual controls not required, but helpful for beginners).

通过理论考后获得。必须由持Full License的人陪同驾驶。车上须挂L牌。酒精度零。不能单独开车。学习期至少6个月（仅限首次申领WA驾照的申请者）。

After passing theory test. Must be accompanied by a Full License holder. Display L-plates. Zero alcohol. Cannot drive alone. Minimum 6 months holding period (for first-time WA license applicants).

After passing PDA. Drive alone. Display red P-plates. Speed limit 100km/h. Zero alcohol. Demerit limit (4 points). Hold for 6 months before eligible for P2.

完全驾照。无速度/陪驾限制。酒精限制更宽松（但建议开车不喝酒）。扣分限制12分。有效期5年，到期可续。

Unrestricted license. No speed/companion limits. More relaxed alcohol rules (but better not to drink and drive). 12 demerit points. Valid for 5 years, renewable.

🔄 海外驾照转到WA驾照的特殊规则Overseas to WA Transfer Rules

如果持有海外正式驾照且是PR/公民：
✅ 不需要经历Learner → P1 → P2 过程
✅ 直接预约理论考+HPT+路考，通过后获得WA Full License
✅ 如果是认可国家的驾照（英国、美国、新西兰、加拿大等），直接兑换，不需要考试！
❌ 中国驾照不属于可兑换国家，必须通过全部考试

如果海外驾照持有不足2年： 理论考+HPT+路考通过后，只能拿到P2（绿P），不是Full License

If you hold a full overseas license and are PR/Citizen:
✅ No need to go through Learner → P1 → P2 stages
✅ Book theory test + HPT + PDA directly → WA Full License on passing
✅ If from a recognised country (UK, US, NZ, Canada etc.) — direct exchange, NO test needed!
❌ Chinese license is NOT a recognised country — must pass all tests

If overseas license held less than 2 years: Passing tests gives you P2 (Green P), not Full License

过户手续Transfer Process

私人交易流程：① 双方填写 DoT 的 Notice of Disposal/Transfer 表 ② 买家付钱 ③ 一起去 DoT 过户（或线上过户）④ 买车方缴纳过户费（按车价的百分比计）⑤ 申请新车牌号或保留原车牌。不需要中介，但可以花 $50–$100 做 RAC WA 的车辆安全检查。

Private sale process: ① Fill DoT's Notice of Disposal/Transfer form ② Buyer pays ③ Visit DoT together (or complete online) ④ Buyer pays transfer fee (% of car price) ⑤ Apply for new plates or keep existing. Notary not needed, but a $50–$100 RAC WA vehicle inspection is recommended.

车牌License Plates

标准车牌随车过户，新车主沿用旧牌号。如果你想换个性车牌（个人订制）可以在 DoT 官网申请，费用$100–$500不等。个性化车牌随人不随车。
临时车牌（Permit）适用于刚买的车还没办完过户，DoT 网站上可在线购买，$23/天起。

Standard plates stay with the car. If you want custom/personalised plates, apply on DoT website, $100–$500. Custom plates are attached to the person, not the vehicle.
Temporary permits for unregistered vehicles available online through DoT, from $23/day.

在澳洲开车必须至少买 CTP（第三方强制保险），已经包含在车辆登记费中。额外推荐：

✅ 拒绝不看车直接转账——线下看实车再付钱
✅ 要求看REVS检查（查车辆是否有贷款抵押或被盗记录），约$20
✅ 私人交易建议在 DoT 大厅当面交易付款+过户
✅ 车太便宜通常有问题（烂车/事故车/贷款车）
